OBJECTIVE

 

To facilitate integrated operation of power system in Eastern Region.

 

CONSTITUTION

 

Govt. of India vide its resolution F. No. 23/1/2004-R&R dated 29th November 2005 had established Eastern Regional Power Committee comprising the states of Bihar, Jharkhand, Orissa, West Bengal and Sikkim with following members:-

  1. Member (Grid Operations), Central Electricity Authority (CEA)

  2. One representative each of Central Generating Companies, Central Transmission Utility (CTU), National Load Despatch Centre and the Eastern Regional Load Despatch Centre (ERLDC)

  3. From each of the states in the region, the State Generating Company, State Transmission Utility (STU), State Load Despatch Centre (SLDC) and one Distribution Company by rotation (where more than one such company exists) would be represented.

  4. Every independent power producer (IPP) having more than 1000 MW installed capacity in the region would have one representative each.

  5. One member representing all other IPPs operating in the region.

  6. One member representing the electricity traders in the region.

FUNCTIONS

 

 As per para 6 of the MOP Resolution dated 25.5.2005, ERPC are carrying out following functions:-

  1. To undertake Regional Level operation analysis for improving grid performance.

  2. To facilitate inter-state/inter-regional transfer of power.

  3. To facilitate all functions of planning relating to inter-state/ intra-state transmission system with CTU / STU.

  4. To coordinate planning of maintenance of generating machines of various generating companies of the region including those of inter-state generating companies supplying electricity to the Region on annual basis and also to undertake review of maintenance programme on monthly basis.

  5.  To undertake planning of outage of transmission system on monthly basis.

  6. To undertake operational planning studies including protection studies for stable operation of the grid.

  7. To undertake planning for maintaining proper voltages through review of reactive compensation requirement through system study committee and monitoring of installed capacitors.

  8. To evolve consensus on all issues relating to economy and efficiency in the operation of power system in the region.

 

 

 

 

SECRETARIAT

 

The secretariat of ERPC is headed by Member Secretary, who is an officer of Central Power Engineering Services (Group-A). Member Secretary is the administrative and technical head of ERPC Secretariat with the powers of the Head of Department. The other Group-A officers in the ERPC also belong to the cadre of the Central Power Engineering Service (Group-A). Group-B officers in ERPC are borne on the strength of CPES (Group-B) Cadre of the Govt. of India, while Group-C and D staffs are on the strength of General Central Service of the Govt. of India.

 

The duties and responsibility envisaged under CEA Regulations, Indian Electricity Grid Code (IEGC), Regulations made by CERC, ERPC Resolution and ERPC from time to time are carried out by the Member Secretary, ERPC Secretariat.

 

In line with the provisions of IEGC the details of functions of ERPC Secretariat are given below:  

a)  To investigate and endeavor to resolve   the grievance regarding unfair practices, delays, discrimination, lack of information, supply of wrong information or any other matter related to  open access in inter-state transmission.  

b)   To prepare and issue weekly UI Charge and Reactive Charge Account (w.e.f. 28.08.06) and monthly Regional Energy Accounts (w.e.f. 01.09.06)

c)  To certify, for the purpose of payment of transmission charges/ capacity charges and incentives:  

(i) Availability of Regional AC and HVDC transmission system

(ii) Availability and Plant Load Factor for ISGS (Thermal)

(iii) Capacity Index for ISGS (Hydro) 

d)   To verify and take up the matter  regarding persistent non-compliance of IEGC with the defaulting agency for expeditious termination of the non-compliance. ERPC shall maintain appropriate records of such violations. 

e)  To carry out periodic inspection of Under Frequency Relays installed by the constituents and investigate cases of non operation of such relays at set frequency in actual system operation. 

f)  To review on quarterly basis the Annual outage plan prepared by CEA in consultation with ISGS/other generators in advance for the financial year review on monthly basis for the concerned quarters. 

g)  To analyze the outage schedule given by all Regional Constituents, preparing a draft annual outage schedule and finalization of the annual outage plan for the following financial year by 31st   January of each year.  

h)  Any other responsibilities assigned by CERC/ CEA Regulations/ ERPC/ ERPC Resolution are carried out by secretariat.

 

    

Besides, the ERPC Secretariat performs the following duties namely:

  1. Keep custody of records of proceedings of the Committee, sub-committees, task force and working groups of the ERPC.

  2. Prepare agenda for the Committee and Sub-Committee meetings.

  3. Prepare minutes of Committee and Sub-Committee meetings.

  4. Take follow-up action on the decision taken in the Committee & Sub-Committee meetings.

  5. Maintain archive of data and information pertaining to operating parameters, protection system and communication system of the regional power system.

  6. Collect from constituent members or other offices, companies, firms or any other party as may be directed by Committee, such information as may be considered useful for the efficient discharge of functions of the Committee under the Resolution and place the information before the Committee and its sub-committees.
